Beyond Physical Reconstruction: Soft Power, Water and Community Resilience in Post-Conflict Settings

Abstract

Post-conflict recovery cannot be approached solely through assessing and repairing physical and environmental damage. Sustainable recovery also requires rebuilding trust, strengthening institutions, restoring essential services and reconnecting communities with development pathways.

This contribution presents the Foundation for Post-Conflict Development’s perspective on how water, public health, community resilience and international cooperation can support this process. Freshwater systems are not merely environmental assets or infrastructure; access to safe water and sanitation is fundamental to hygiene, maternal and child health, and functioning healthcare facilities.

FPCD’s experience supporting maternity facilities in Timor-Leste has reinforced its understanding that reliable water and sanitation are essential to health, dignity and community resilience. Water access and the governance of shared resources can provide practical entry points for rebuilding trust, strengthening social cohesion and improving institutional cooperation. However, solutions must be adapted to local environmental, institutional, social and cultural conditions.

Drawing on FPCD’s 2026–2030 strategy and its work on oceans, climate resilience, health and peacebuilding, the presentation argues that scientific and technical reconstruction should be complemented by community participation, cultural diplomacy and international cooperation to create lasting peace dividends across societies and countries emerging from conflict and prolonged instability.
