This Framework establishes the legal and organizational basis of the PD Human Experience Archive (the “Archive”), an international digital repository for personal and family materials relating to war, military service, environmental and toxic exposure, illness, disability, caregiving, loss, and changing memory over time.
The Archive is not a scientific journal section and should not be governed by peer-review rules. A person’s right to deposit and preserve a personal account is conceptually distinct from scientific validation of the factual or causal claims contained in that account.
The published conceptual paper describes the Archive as a system in which contributors retain control over language, content, and access, while the system supplies permanent identifiers, provenance, version history, protected originals, structured metadata, and links. This Framework converts that concept into a governance and compliance model.
The full text of this Framework remains restricted during the implementation phase. Its bibliographic metadata and abstract may be published openly and assigned a DOI. The same document and DOI may remain in force when the full text is subsequently opened, provided that the substantive version has not changed. A materially revised edition shall be issued under a new version designation and, where appropriate under the publisher’s DOI policy, a new persistently linked DOI.
